The implementation problem

Education systems rarely fail for want of a policy. They fail in the transmission between a national target and several hundred thousand classrooms — where intent passes through states, districts, blocks, school leaders and finally teachers, losing specificity at each step.

Reform that survives that journey tends to be unusually concrete about the classroom: it names the method, supplies the materials, defines the measurement, and assigns responsibility for acting on what the measurement shows.

Scaling without losing the effect

Many approaches work in a pilot and weaken at scale, because pilots carry support that a full system cannot replicate. Designing for scale from the start — simpler method, lower cost per child, less dependence on exceptional staff — is a policy decision, not an operational detail.

Costs, timelines and staffing constraints are therefore legitimate agenda items for an education reform conference, not distractions from the pedagogy discussion.

Ministers, officials and delegations

The Lab's programme includes ministerial and senior-official participation, and institutional delegations are able to attend as a group so that a country or state team can work through its own implementation question together.

Delegation arrangements, protocol and logistics are handled by the organising secretariat.
